Congressmen Call for Carbon Offset Market Study

Congressmen Tom Davis (R-VA) and Darrell Issa (R-CA) have called on the GAO to study carbon offset markets.
Congressman Davis says "Today, Ranking Member Issa and I have asked the Government Accountability Office to conduct a comprehensive review of greenhouse gas emissions offset markets to understand better how these markets operate." They want to "...ensure the credibility of emission offsets purchased by American companies, consumers and government agencies..."
I agree. There are some great carbon offsets out there and some lousy ones and it is hard not easy to know the difference.
The curious aspect to this is why was this request to the GAO not a bipartisan one? Are the Democrats concerned that the current weaknesses in carbon offset quality will be used to give all carbon offsets a black eye?
Congressmen Davis and Issa's GAO request looks like a sincere one for information to make the carbon offset markets stronger and not more grist for the global warming denial argument. If it stays that way, I think it’s a better strategy for the Republicans than trying to convince people that global warming is a hoax.
