Georgia Prius Emissions Test Update

The State of Georgia is still having trouble with their Prius emissions tests.
HybridCars.com has an update to the Prius emissions testing problems that they wrote about in April. Bottom line is that Georgia still cannot successfully test the Prius' emissions because the Prius gas engine shuts down instead of idling.
The intriguing thing about the Georgia situation is that it highlights how different a car the Prius is. The Georgia test is designed to measure emissions while a car idles. The Prius is able to shutdown its gas engine while idling. Rather than failing the Prius with a student not present for test grade, shouldn't the Prius pass? No idling, no emissions, right?
